Producers or importers of chemicals need to comply with Article 40 of CLP that requires companies placing chemicals on the market to notify basic information about the substances (as such or used in mixtures) and their respective classification & labelling to the Classification & Labelling-Inventory of ECHA.
The goal of the C&L-Inventory is a broad harmonization of the classification & labelling for the notified substances, especially for those, that do not require a REACH registration. However, the notified information on substances is not harmonized in many cases because of insufficient data leading to situations where questionable classification & labelling information has been listed in the inventory. These entries not being checked for validity further adds to the issue. The problem is known and there are several stakeholders working on solutions to make the inventory consistent.
