HSE Launches Public Consultation on GB CLP, BPR and PIC Reforms

The UK Health and Safety Executive (HSE) has launched a public consultation on planned reforms to three important chemical regulations as part of the government’s 'Smarter Regulation' initiative:
- GB Classification, Labelling and Packaging (CLP)
- GB Biocidal Products Regulation (BPR)
- GB Prior Informed Consent (PIC)
The reforms aim to streamline compliance, reduce regulatory burdens, and support innovation while upholding safety standards.
Who can participate?
The consultation is open to all stakeholders, both in the UK and internationally. This includes:
- UK-based businesses handling chemicals
- Non-UK manufacturers and exporters affected by GB rules
- Only Representatives acting for overseas companies
- Distributors, consultants, trade associations, NGOs, and individual experts
If you are involved in any aspect of chemical supply chains related to GB CLP, BPR, or PIC, this is your opportunity to help shape future regulation.
🗓 Deadline: 18 August 2025
