UK REACH: Consultation on Extending Transitional Registration Deadlines

The UK government has launched a consultation to gather industry feedback on proposals to extend the UK REACH transitional registration deadlines. This could have a major impact on businesses placing substances on the GB market.
What Are Staggered Registration Deadlines?
Under UK REACH, companies that manufacture or import substances into Great Britain were given phased (staggered) deadlines to submit full registration dossiers. The schedule is based on:
- Tonnage band (how much is placed on the market)
- Hazard profile of the substance (e.g., SVHCs, environmental hazards)
This approach helps to spread the regulatory burden and gives companies more time to prepare high-quality submissions.
What’s Being Proposed?
Defra is now consulting on three options to extend these staggered deadlines:
- Option 1 (Preferred): October 2029, October 2030, and October 2031
- Option 2: April 2029, April 2031, and April 2033
- Option 3: April 2029, April 2030, and April 2031
The government’s preferred Option 1 would give industry additional time while maintaining a clear progression.
Who Can Take Part?
This is a public consultation, open to a wide range of stakeholders — not just those based in the UK.
Invited participants include:
- UK-based and international chemical manufacturers, importers, distributors, and Only Representatives
- Downstream users, formulators, consultants, and compliance professionals
- NGOs, trade associations, academics, and other interested parties
If your organization manufactures, supplies, or uses chemicals in the UK, even from abroad, you are strongly encouraged to share your views.
What Else Is Included?
The consultation also seeks views on delaying the deadline for HSE to complete compliance checks on 20% of all submitted dossiers, as required under Article 41(5) of UK REACH.
Why It Matters
For many companies, particularly SMEs, the current deadlines are challenging. Extended deadlines could provide more time for:
- Data collection and testing
- Cooperation between co-registrants
- Preparing compliant dossiers
